Throughout his career Senator Helms gave scores of important and noteworthy speeches on the Senate floor and on many other occasions. One of his most widely recognized, researched and discussed speeches was his historical presentation before the United Nations Security Council in 2000. Senator Helms was the first legislator from any country in the world ever invited to speak before the Security Council. His words that day were headline news in major papers on every continent the next morning and they continue to resonate.
